    JOB SUMMARY

    Serves as the director for system planning, stakeholder involvement, and the implementation of policy recommendations. Manages the development of dashboards, data visualization and reports. Participates in cross-system coordination and program evaluation. Works collaboratively with criminal justice, behavioral health, housing and homelessness system stakeholders to identify needs, identify resources, and pilot new initiatives aimed at improving individual and system-wide outcomes to increase public awareness and promote transparency of the criminal justice and homelessness systems.

    RECOMMENDED QUALIFICATIONS

    Bachelor’s degree from an accredited college or university in Public Administration, Public Policy, Criminal Justice, Psychology, Sociology, Social Work, Law or other closely related field, plus six (6) years of related experience in a position of progressively more responsible experience in research/policy analysis, organizational and personnel management, fiscal, grant, system and project management; OR an equivalent combination of related education and experience.

    ESSENTIAL FUNCTIONS

  • Responsible for overseeing stakeholder directives which include gathering data, implementing initiatives, coordinating stakeholder work groups, task forces, etc.

  • Plans and participates in regular coordination meetings with stakeholders, which could include the Mayor, Sheriff, District Attorney, non-profit executives, policy leaders at state and municipal levels, and members of the County and other Council(s).

  • Ensures staffing of all Criminal Justice Advisory Council (CJAC) and Salt Lake Valley Coalition to End Homelessness (SLVCEH) meetings, including preparing agendas, content, and focused systems change discussion.

  • Meets with representatives of various criminal justice, behavioral health, and homeless system agencies to implement priorities established by stakeholders.

  • Works with staff to propose to CJAC and SLVCEH the formation of membership of working groups.

  • Present recommendations made on behalf of stakeholders before policy makers, funders, local and national networks, and others as needed.

  • Supervises staff, which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.

  • Directs or oversees the annual operating budget.

  • Works with agencies from within and outside the county to develop data sharing agreements that will allow cross-agency focus on system outcomes.

  • Supervises staff to collect and analyze system data to include monitoring of programs and system performance measures.

  • Supervises staff to manage the development of policy, data, and the evaluation of systems and programs.

  • Maintains communication and relationships with local and national organizations that support the goals and vision of the Office.

  • Conducts research on best practices and review literature on programs proven to reduce recidivism and homelessness.

  • Works with staff and other stakeholders to plan, implement, oversee, and track data related to pilot initiatives.

  • Researches additional issues specific to Salt Lake County as requested by stakeholders.

  • Serves as a policy advisor to the Mayor’s Office on all criminal justice and homelessness related issues and staff constituent meetings related to policy.

    IMPORTANT INFORMATION REGARDING THIS POSITION

    This is an appointed at-will position without tenure and is exempt from the career service system.
