Description

The Toledo Police Department offers full testing services for the position of Police Officer through National Testing Network, Inc. To fill out an application and schedule a test, go towww.nationaltestingnetwork.com, select Law Enforcement and sign up for the Toledo Police Department.At this time, do not schedule to take the physical ability test through National Testing Network.

Applicants who are residents of the State of Ohio may be eligible to receive a voucher to cover the cost of the entry-level exam. In addition, residents of the following counties in Michigan are eligible to receive a voucher tocover the cost of the entry-level exam: Hillsdale, Jackson, Lenawee, Monroe, Washtenaw, and Wayne. Vouchers are limited to the first 300 applicants who can prove their residency in the State of Ohio or in the listed Michigan counties. Examples of proof of residency include: a current, valid driver’s license or identification card or a voter registration card. All requests for vouchers are subject to verification and approval by the Department of Human Resources. The Department of Human Resources reserves the right to change these terms and conditions at any time without prior notice.

OPOTA Certified, Veterans of the Armed Services and/or EMT Certified applicants are, also, eligible to receive a voucher. OPTOA Certified applicants must meet the requirements as stated in Civil Service Commission, Rule 50.00, Section 50.23. Veterans of the Armed Services must meet Civil Service Commission Rule 50.00, Section 50.11 (Veterans’ Preference Credit in Examinations). EMT Certified applicants must meet Civil Service Commission Rule 50.00, Section 50.22.

Upon completion of the entry level exam, all candidate scores are automatically forwarded to the City of Toledo. Candidates who attain a passing score on the entry level exam will be placed on the department's eligibility list. City of Toledo will contact candidates on the list and will invite them to continue to participate in other stages of the department selection process.

National Testing Network is a service provided to conduct entry level testing in a standardized, professional environment. National Testing Network does not replace the Toledo Police Department's responsibility and decision making in the testing process. All candidate results are provided to Toledo Police Department where the final decisions are made.

Definition:

Under general supervision performs work of moderate difficulty in activities related to law enforcement, crime prevention and investigation and other direct public service activities; performs related work as required.

Examples of Duties:

Enforces and upholds the Constitution of the United States, the State of Ohio and the Charter of the City of Toledo and faithfully, honestly and impartially discharges the duties of office according to law and the Police Division manual, rules, regulations, orders, policies and procedures; performs long periods of routine patrol while remaining prepared to react quickly to emergency situations and while being continually aware in discerning out-of –the-ordinary conditions or circumstances which indicate trouble or a crime-in-progress; drives a vehicle under normal and emergency situations; uses mature judgment in problem-solving in situations such as a family disturbance, a potential suicide, a crime or offense in progress, an accident, a disaster and other similar emergencies; provides temporary service as needs may arise, including direction of traffic and giving medical assistance; uses mature judgment in deciding when to make an arrest or to use necessary force as needed in any particular situation or emergency; performs intelligible and grammatically correct communication and recordkeeping functions including oral and written reports to be used by the department or in court; tolerates stress in situations where subjected to verbal or physical abuse, e.g., while making arrests, reacting to a disturbance, dealing with violent behavior; exhibits personal courage in the face of situations that may cause injury or death; skillfully questions suspected offenders, victims and witnesses of crime and exhibits a professional self-assured presence in taking charge of an emergency situation without unduly alienating participants or bystanders; maintains a balanced perspective in the face of constant exposure to the worst side of human nature; assists persons in difficulty or in need of information and refers them to the proper authorities; performs other general public contact and public relations work in many matters of a non-criminal nature; maintains evidence at the scenes of crime and testifies in court.

Graduation from high school or General Educational Development (GED) Tests equivalency.

No person shall be eligible to receive original appointment as a Police Officer unless the person has reached the age of twenty-one (21). No person age forty (40) or older at the final closing date for the Civil Service examination shall be eligible to receive an original appointment to the position of Police Officer. No person age forty-four (44) or older who retired from the Armed Services through regular retirement, temporary or permanent disability retirement, or temporary early retirement, shall be eligible to receive an original appointment to the position of Police Officer at the final closing date for the Civil Service examination shall be eligible to receive an original appointment to the position of Police Officer.

Must possess a valid driver's license.

Must qualify for LEADS, NORIS and NCIC certification and must obtain such certification during the Academy.

This position requires employees to work in set shifts, including on weekends, nights and holidays.

Veteran's Preference:

Veteran's preferences are provided under the Rules of the Toledo Civil Service Commission.

Rule 50.00, Section 50.11 (Veterans' Preference Credit in Examinations): A veteran, as defined in these rules, receiving a passing grade on a competitive recruitment examination shall have five (5) numerical points added to his/her passing score. A disabled veteran, as defined in these rules, who satisfies any physical requirements for the position, and receives a passing grade on a competitive recruitment examination, shall have ten (10) numerical points added to his/her passing score. Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class.

Rule 10.00, Section 10.37 (Veteran): Shall mean a person who has served in the United States Army, Navy, Marine Corps, Air Corps, Air Forces, Coast Guard, and such other military service or auxiliary corps as is designed by the Congress of the United States, and has served on active duty for a period of more than one hundred eighty (180) consecutive days of active duty, excluding active duty for training (annual summer camp) and who received an honorable discharge or release or was separated under honorable conditions.

A disabled veteran is one who has served on active duty in the Armed Forces, has been separated there from under honorable conditions, and has established the present existence of a service connected disability rated ten percent (10%) or more.

OPOTC Certification Preference in Examinations:

OPOTC Certification preferences are provided under the Rules of the Toledo Civil Service Commission, Rule 50.00, Section 50.23.

For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examination for employment as a Police Officer shall be awarded preference points to their raw score for having obtained, at the final closing date for the Civil Service examination, certifications in accordance with the following:

  • Completion and passage of a Peace Officer Basic Training Academy that has been approved by the Ohio Peace Officer Training Commission (OPOTC) within two (2) years of the final closing date for the Civil Service examination,OR an active OPOTC certificate and current employment in a law enforcement agency within the State of Ohio.

To receive the five (5) extra points, the candidatemust present a copy of their OPOTC certificate.

EMT/Paramedic Certification Preference in Examinations:

EMT/Paramedic Certification preferences are provided under the Rules of the Toledo Civil Service Commission, Rule 50.00, Section 50.22.

For purposes of ensuring appointment and employment based on merit, efficiency, moral character and industry, an individual receiving a passing grade on a competitive recruitment examination for employment as a police officer shall be awarded preference points to their raw score for having obtained, prior to the examination, certifications in accordance with the following schedule:

EMT-B Certification – three (3) numerical points; EMT-A Certification – four (4) numerical points; EMT-P (Paramedic) Certification – five (5) numerical points.

Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class.

Good knowledge of federal, state and municipal laws; good knowledge of Police Division manual, rules, regulations, orders, policies and procedures; good knowledge of assigned police equipment; good knowledge of the geographic areas of the City; good knowledge of divisional reporting procedures; good knowledge of interrogation and interviewing techniques; some knowledge of first aid techniques and procedures.

Considerable skill in rapidly evaluating problems and emergency situations to determine proper course of action; considerable skill in observing people, events and situations; working skill in taking charge of emergency situations without unduly alienating participants or bystanders; working skill in the operation of assigned police equipment; working skill in interviewing and interrogation; working skill in verbal and written communications; working skill in tactfully relating to others.

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee's selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee's bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Police & Fire Pension Fund

The City of Toledo is a member of the Ohio Police & Fire Pension Fund ("OP& F" or "Fund"). City of Toledo police officers contribute 12.25% of their base annual salary to the Fund and the City contributes 19.50% of their base annual salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

Under the 401(k) plan, an employee's retirement savings contributions are deducted from the employee's paycheck before taxation. The City does not make contributions on the employee's behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee's retirement savings contributions are deducted from the employee's paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
